Required Before Your Application Is Processed

The California Community Colleges has partnered with CA DMV and ID.me to protect student identities. You can verify online with either partner, or in person at Fullerton College. Pick whichever works best for you.

When Do I Verify My Identity?

You'll be prompted to verify after you create your CCCApply account and begin your application. You can verify right then, or come back to it later.

  1. Start CCCApply and Create Your Account

    Begin your Fullerton College application through CCCApply or MyPath.

  2. Choose a Verification Method, or Select "Verify Later"

    Verify with the CA DMV Wallet or with ID.me while you're in the application, or select "Verify Later" and handle it afterward.

  3. Submit Your Application

    You can finish and submit whether or not you've verified yet.

  4. Finish Verifying So Your Application Can Be Processed

    If you selected "Verify Later," complete verification through the CA DMV Wallet, through ID.me, or in person at Admissions & Records in Building 2000.

What "Verify Later" means: You can submit your application right away, but it will be held until you verify. Once your identity has been verified, your application will be processed within 3 to 5 business days and you will receive your student ID number and your registration appointment time.

Applicants under 18: If you are under 18 at the time you apply, you are not required to verify your identity. Your application will be processed without this step.

Choose How You'll Verify

All three methods satisfy the requirement equally. Choose the one that fits the documents and devices you have.

CA DMV Wallet

California's mobile Driver's License (mDL) is a free, secure digital ID in the CA DMV Wallet app. It verifies your identity from your phone while keeping your personal information on your device.

Best if you:

  • Have a valid, easily readable California Driver's License or ID
  • Have a compatible smartphone (iPhone XS or later with iOS 17.5+, or Android 9+ with NFC)
  • Have or can create a MyDMV account

ID.me

ID.me verifies your identity online by scanning an ID document and matching a selfie. It is used by more than 100 million people and hundreds of government and private organizations.

Best if you:

  • Could not confirm your identity using CA DMV Wallet
  • Do not have access to a mobile device
  • Live outside of California

In Person at Fullerton College

Bring a government-issued photo ID to Admissions & Records in Building 2000 and a staff member will verify you while you wait. No smartphone, app, or online account needed.

Best if you:

  • Do not have the documents ID.me requires
  • Do not have a California Driver's License or ID card
  • Do not have a smartphone or reliable internet access
  • Prefer not to use online biometric verification

CA DMV Wallet

How to Get Your mDL

The CA DMV Wallet is part of a free and voluntary pilot program. To enroll:

  1. Check your device compatibility
    • iPhone XS or later with iOS 17.5 or later
    • Android 9 or higher with NFC hardware
  2. Download the CA DMV Wallet app from the Apple App Store or Google Play
  3. Log in to your MyDMV account or create one. You may need your DL number and/or SSN to upgrade your account.
  4. Scan your physical California DL or ID card using the app
  5. Complete the verification process for CCCApply

Time to Complete

Roughly 5 to 10 minutes for initial enrollment and verification.

Good to Know

  • Keep carrying your physical license. The mDL is a pilot program with limited acceptance.
  • Refresh every 30 days. Your mDL updates monthly for the best experience.
  • Privacy protected. Usage is not tracked, and no data leaves your device without your consent.

No California Driver's License or ID? Learn About AB 60

California's AB 60 program allows individuals who cannot provide proof of legal presence in the United States to obtain a California driver's license or state ID card. If you don't currently have one, you may be eligible.

To qualify for an AB 60 driver's license:

  • Be unable to provide proof of legal presence in the U.S.
  • Provide proof of identity and California residency
  • Pass the DMV knowledge test and behind-the-wheel drive test
  • Complete a driver education course (if age 15 to 17½)

To qualify for an AB 60 ID card:

  • Be unable to provide proof of legal presence in the U.S.
  • Provide proof of identity and California residency

ID cards do not require testing, only documentation.

Need help in your language? The DMV offers interpreter services. Call 1-800-777-0133 to request an interpreter for your appointment.

You don't have to wait for a DMV appointment. A California DL or ID is not required to verify your identity. You can verify in person at Admissions & Records instead.

About ID.me

CCCApply has implemented ID.me as part of the online application. ID.me provides a trusted pathway for students to securely verify their identity in accordance with federal standards.

Trusted by Government Agencies

ID.me uses the same identity verification and fraud reduction technology currently in place across 37 state agencies and 15 federal agencies, including:

  • California Employment Development Department
  • U.S. Department of Veterans Affairs
  • U.S. Internal Revenue Service
  • U.S. Social Security Administration

How Your Data Is Handled

ID.me uses strong encryption and retains biometric data only temporarily, from 24 hours up to 36 months depending on the credential. See the Privacy & Security section for details on your rights.

Acceptable Documents for ID.me

To verify with ID.me you'll need two documents.

1. One photo identification

  • State identification (ID) card
  • Driver's license
  • Permanent Resident Card
  • Employment Authorization Document

2. At least one other identity document

  • Employment record
  • Address verification, such as any bill or financial statement showing your name and residence address
  • Official birth certificate, with official translation if applicable

In-Person Verification

Verify at Admissions & Records

If neither online option works for you, verify your identity in person. This is a good choice if you don't have the documents ID.me requires, don't have a California DL or ID, or would simply rather do it face to face.

What to Bring

  • A government-issued photo ID, such as a driver's license, state ID card, passport, permanent resident card, or consular ID
  • Your CCCApply confirmation number or Student ID number, if you have one

Please note: Identity verification must be completed in person, through ID.me, or through the CA DMV Wallet. It cannot be completed over Zoom, by phone, or by email.

Understanding "Verify Later"

You Can Apply First and Verify After

Identity verification is required, but you don't have to do it while you're applying. Selecting "Verify Later" lets you submit your application right away and come back to verification when you're ready.

What happens if you don't verify

Your application will be held and will not be processed. Once your identity has been verified, your application will be processed within 3 to 5 business days and you will receive your student ID number and your registration appointment time.

Can't use CA DMV Wallet or ID.me? Verify in person instead.

The Admissions & Records Office can verify your identity at the counter. This is often the best option if you:

  • Do not have valid identity documentation from your country of origin
  • Do not have a permanent address
  • Do not have a smartphone or reliable internet access
  • Do not have a California Driver's License or ID card
  • Prefer not to use biometric verification methods
  • Tried an online option and it did not work

Visit Building 2000 with a government-issued photo ID, or call (714) 992-7075 first if you're not sure what to bring. See in-person verification details.

Applicants under 18 are not required to verify. If you are under 18 at the time you apply, your application will be processed without identity verification.

You can submit your application before you verify. It will be processed once you complete verification through CA DMV Wallet, ID.me, or an in-person visit.

CA DMV Wallet Privacy

The CA DMV Wallet is designed with privacy as a top priority:

  • Usage is not tracked, and no data leaves your device without your consent
  • You control what information you share and when
  • The mDL provides accurate, secure proof of identity
  • Lowers the potential for fraud and identity theft
  • Your personal information stays on your device
  • You don't have to hand over your physical card

Security features

  • Data is encrypted and protected on your device
  • Requires device authentication such as a PIN, fingerprint, or face ID
  • You maintain control over your personal information

ID.me: Your Right to Privacy

ID.me built security and privacy requirements into their technology from inception and is committed to supporting your rights:

  • You are solely in control of your own data
  • You must provide consent before information is shared
  • You can see all authorized apps and shared data elements in your My Account portal
  • You can revoke access to your data for any authorized app at any time
  • You may destroy your ID.me credential and associated data at any time

If you would rather not verify online at all, you can verify in person at Admissions & Records.

ID.me provides a secure digital identity network that:

  • Increases access rates to critical services in government and the private sector
  • Empowers individuals to control their own data to streamline access
  • Eliminates the need to create multiple passwords and share credentials frequently
  • Voluntarily upholds leading privacy rights, including those mandated by the California Consumer Privacy Act (CCPA)
  • Is certified against leading federal standards including NIST 800-63-3 and FedRAMP Moderate ATO
  • Is interoperable with leading industry standards

Note: Some data related to NIST 800-63-3 credentials is retained after account deletion, solely for fraud prevention and government auditing purposes.
